Window background moving when dragging windows out of the screen

Bug Description
(This is a follow up of bug 939574. Since that issue was fixed, I've filed a separate bug to avoid mixing them.)
1. Open some regular window (building window, etc)
2. Drag the window out of the screen.
Notice that the tiled, "wooden" background does not move along with the content (and therefore appear to move.

I can confirm this, but it does only happen when moving the window over the left or upper screen side.
