Okay, I don't think this fixes the problem of Andi's earlier savegame. However, that bug is a different one (path-finding related), it only happens in very narrow passages. I don't see a good way that this can be fixed for build16. You can work around it by destroying a military building. I think this issue should be separated out into its own bug report for clarity.
