Bug Description
Production sites (excl. mines) retain the ware settings of their previous level. If the player prefers to empty wares say, before upgrading an Empire Tavern to an Inn, the Inn will be built with all wares set to zero, which is not intuitive and can leave enhanced buildings non-operable. Tested with revision 9172.
