Editor: Removing resources only sets them to 0

Bug Description

I discovered this while working on the territorial calculations. When adding a resource to a field and the removing it sets the value for the resource to 0 instead of removing it. So when calculating fields that have resources fields that have 0 amount are also included.

Was this resource water or fish?

As kaputtnik said it isn't possible to set water or fish to zero as they will be set to default in this case.
By the way: in the current implementation of the wells the resource water doesn't make much sense. Because the working area is to small an the well will deliver 66% even when put on no water. Most players won't notice an empty well at all. (this was something I had to deal with in empire 4 mission)
