Editor: Removing one type of resource removes other resources

Bug Description

Steps to reproduce:
1. Open a new map
2. Place terrains: water, mountains
3. Place some resources: Fish, water, coal. Make sure the resources are set at the border where two different types of terrains adjoin, e.g. where on the border of water and meadow, place fish in one the border and on another border place water
4. Choose one of the set resources
5. Choose a bigger toolsize (not necessary)
6. Hold down CTRL(STRG) and remove the resource. Make sure you click on the border where two different types of terrains adjoin.
Result: If have chosen resource water and remove it at the border of water/meadow where fish was set, the fish will also be removed. If you have chosen resource fish and remove it at the border of water/meadow where water was set, the water will also be removed. Same goes for coal/water at the border of mountain/meadow and coal/fish at the border of mountain/water.
