Comment 28 for bug 1584203

Another one! Perhaps I should buy some good bug spray ;)
This one is tricky. The problem is that the FerryFleet that is responsible for distributing unemployed ferries to waterways *thinks* it is going to act() soon and therefore doesn´t need to schedule an act, but actually no act has been scheduled, so it´s now idling around forever.
Can you describe steps to reproduce this bug so I can investigate when exactly this happens?
