Comment 24 for bug 1584203

Thanks for the savegame, I found a function related to worker spawning that confused worker economies and ware economies. I removed lots of duplicate code and rewrote the function, but this breaks savegame compatibility to older branch versions yet again, so I can´t check if this is really fixed.
The new version is uploaded now, it still contains a few bugs related to ferry/waterway requests which I´ll fix soon.
