I´ll first try to implement the solution with relaxing the movement rules. This is easy and straightforward to program, I´m already waiting for the compiler. If it turns out that there are unforeseen difficulties with it, I´ll go for your suggestion of using a new ware. (This would mean rewriting a fairly large portion of code, that´s why I prefer the other one ;) )

This is already the case (though less easy to use now). The same is true for most workers as well as ships (even without expeditions), just build your shipyard far away from the port and they´re useful scouts. So not really a reason against it IMHO…
