Ah, I see - sorry, I'm not really familiar with the economy code, and browsing it without an IDE is too complicated for me. So, code LGTM.

The TribeDescr should have a function "has_ware" and the Tribes a function "ware_exists" - you could use one of those for the assert. I think we should get your branch in ASAP for easier testing.
