Well this is not bad idea, but generally I dont like modifying silently something that is set explicitly in conf files. but I can imagine additional flags like weak_ai_prohibited_till_ and so on...

It would be trivial to code....

Also I spent some time tweaking these values so, exemptions would be very carefull and should be tested beforehand.
