We need all of the developers, not only the translators. Following your suggestion would result in a bunch of text files, where each file contain the name(s) of one header in https://wl.widelands.org/developers/ . So each file represents a header (as i understand your suggestion). Don't know if it is a problem having so many text files. But it will result in many downloads/reads. How to determine what file represents a sub[sub]header? And the file naming schema? Hmmm...
