Road textures are hard to see in some worlds

Bug Description

This was kinda fixed in bug 536501 which introduced one street texture per world. But even then the issue was still pretty bad. With the one_world merge we are back to square one - there is only one road texture for normal and one for busy roads.

An algorithmic solution must be found to render the roads more visibly over the terrain. Open for ideas here.

Yes. I experimented with this a tiny bit and did not find a nice looking solution though.
