Look of streets should be loaded with world

Bug Description

It should be possible, to define everys Worlds own kind of street, so the sreets fit better to the graphics. currently the gray street looks strange in desert and partly in greenland.

Further it would be nice, if widelands would allow partly transparent color for streets, as this would make the streets fit better to the surrounding ground.

To assist in finding a graphical solution, I have attached "palettes" of the terrain found in each world. It will be very difficult to find one common set of road graphics (normal and busy) that will appear "natural" in all worlds and contrast sufficiently with all terrain to be readily visible.

I attach terrain palettes with various road textures (0-i) for review and discussion. These certainly are not all of the possible choices that could be created, but it is a start and maybe we'll find some that are more visible than the current roads.

the code for this feature is done and committed in bzr revision 5946, I as well pushed some "basic improvements", but any help to *really* improve those graphics is more than welcome :).

The graphics for each world can now be found in <widelands dir>/worlds/<world name>/pics/roadt_<busy|normal>.png
