The bug is visible in the replay from comment #3 in bug 1307036. I am not sure what's going on here, but might be related to how borders are recalculated when the military building is occupied.

Could you please attach the replay in this report too? Also, great that you included Widelands version and the operating system you are running, could you put this in the main description rather than a separate comment next time? (Note that the description can be updated through the yellow pen in the corner) :)
