It would be great for this to lead into the single login system (Bug #110174).
e.g. When registering a new chapter, it says "Thanks for registering! If you haven't, you should create an account with FreeCulture.org..." Alternatively, that should happen in the opposite order (i.e. "Create an account with FreeCulture.org, then login with your account to register a new chapter")
