Blueman reports:

When replying to multiple message (using marks), the list of recipients in
the "To" list is in the reverse order (after de-duplication) of the
mesages being replied to.
Though when including the message itself, the included text is in the
right order.

I think that the recipients should be in the same order as the marks and
included text.
