Sorry, I disagree on the expected results here. There's a difference between "failed to execute the query" and "the query succeeded with 0 results", and returning 1 if there were no results would conflate with the first. I believe TAOUP agrees. The output can be inspected to see if there were zero results and this is independent of the exit code.
