okay, i am guessing you mean setup.sh as i could not find setup.py, but anyhow ignore it ie dont use it usm should run just by running usm.py as root, it then drops itsself to a different user account.
setup.sh will either be removed or may be needed for setup from a deb going to test on a clean machine and decide what needs to be done.
