When I filed the bug I was testing unity-3d. However, I have just checked
unity-2d, and the same buggy behaviour is present there too.

I've not done an exhaustive search but the correct behaviour (i.e file menu
opening on pressing alt + f) occurs in a nautilus window, firefox,
gnome-terminal and libreoffice writer.
