This bug is as old as the first unity I know in Ubuntu 11.04. When I'm trying to open a document with an application from the launcher by dragging and dropping it at the application's icon on the launcher, the launcher only shows up for the first document.
To reproduce the bug do:
1. Put Gedit in the launcher
2. Open Nautilus
3. browse to a text file
4. drag it (the launcher shows up) and drop it on gedit's icon (gedit launches)
5. browse to another file and drag it again to the launcher
--> the launcher wouldn't show up
