transparency in top panel broken - 5.8.0 / precise

Bug Description

it looks as though there was a minimum threshold for the transparency of the top panel in oneiric, I had it set to 0.02 that was virtually transparent, 0.0 was opaque;

now in 5.8.0 / precise the minimum threshold looks as though it's 0.007, however it's really quite opaque; beyond that the blurring is very dirty;

Eee-pc 1015PEM / intel graphics

I notice there was some adjustment recently to prevent window title bars from going transparent, could it have caused a regression?

furthermore the dash is flickering, looking unstable, although that may need a different bug / be a stability matter that should clear up in time for the official release

NB I've changed the icons to ubuntu-mono-dark in Radiance, though the look of the top bar was as dirty when I had the normal icons
