Bilal,
No, we don't need to change keyboard layout after installing Ubuntu.
It is used to activate input method(ibus, nabi, ...).
Because Koreans need to type Korean characters(called Hangeul) and English characters both, we need to toggle input method activate/
When input method is activated, Korean letters can typed.
It doesn't used while typing Korean characters.
But it is really important key to Korean PC users.
