Hello Sam, or anyone else affected,

Accepted unity into oneiric-proposed, the package will build now and be available in a few hours. Please test and give feedback here. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation how to enable and use -proposed. Thank you in advance!

I executed the testcase with the proposed version and it worked fine.

1) I activated showdesktop
2) I switched to another desktop
3) I switched back to the same desktop

Result:
 1) Invisible windows were not "activated", the desktop was active
