Unity panel not showing app if no window is focued

Bug Description

When no window is focued and one of them is maximized, moving the mouse to the left edge of the screen doesn't show Unity panel. This happens for example when user open an indicator menu or application menu. When user have a lot of windows open and this issue happens, he needs to click on one of these windows. This reduces productivity a lot.

Thank you a lot for helping Ubuntu by reporting a bug. However, I couldn't reproduce this bug, partially because I don't understand it. Can you give us steps to reproduce it, like:

1. Do this
2. Now do this
3. Finally, do this

What happens?

Sorry, I'll try to be more specific:

Steps to reproduce:

1. Open any application, for example Nautilus and maximize it (so Unity panel will hide)
2. Click on Sound Menu and open it
3. Leave the sound menu open and move mouse cursor to the left edge of the screen

What happens?
- Unity panel is not showing up until I close the sound menu

What should happen?
- Unity panel should show up and allow me to click on any icon, menu should close automatically.

This happens not only with sound menu - it happens when no *WINDOW* is focued, so for example when you click on a folder with bookmarks in firefox and leave it open, or a modal dialog closes and user won't click any window on the screen. Sound menu is just an example.

the issue have the same root cause as bug 738202 bug 747516 and a bunch of other similar reported bugs. In general when a menu is opened really weird things happen, the system cannot even suspend if a menu is open i believe
