A workaround which worked for me is to use CCSM (CompizConfig Settings Manager) like described here:https://bugs.launchpad.net/ayatana-design/+bug/627195/comments/7
General Options>Focus and Raise Behaviour>Focus Prevention Level from "Low" to "Off"
