Bug Description
When I have no application open and point the mouse to the upper panel there appears the app menu for Nautilus.
This is really a strange behaviour. Why should I need the Nautilus menu on my naked desktop?

the issue here is that we have the nautilus menu but it should be the custom desktop menu as it was in 11.04
