Actually, scratch that. I just got it to happen with gedit.
When you put windows in the BOTTOM workspaces and call them from the TOP workspaces, it shifts them down so they wrap.
I've just successfully replicated it with gedit, nautilus, firefox, and gnome-terminal (as well as the others mentioned above).
@Jeremy, can you confirm?
