when dash is open, unity sidebar displays application names when hovering over application icons. See screenshot. It doesn't make sense to display the application name when the dash is on.

Steps to reproduce:
1) Make sure the launcher is hidden.
2) Un-hide the launcher by going at top-left corner.
3) Open dash by clicking BFB (Make sure that you don't point at any launcher icon between step 2 and this one).
4) Once dash opens, go at a launcher icon, tooltip doesn't come.
5) Close dash and allow the launcher to hide.
6) Un-hide launcher again.
7) Point at a few launcher icons by moving the pointer vertically downwards (Make sure to not make the pointer go out of the launcher while doing this.
8) Without moving the pointer out of the launcher, go back to the BFB and click it to open dash.
9) Dash opens. Move mouse over dash and then back over launcher icons. Tooltips come.

I can't reproduce this behaviour here. When the dash is opened, the tooltip with application's name does not appear to me.

I have the same problem. Everything on my dash invisible, but when I cross it with cursor, it becomes visible.

This is a possible duplicate of bug #747593 reported earlier

it seems bug 729093 is fixed but bug 741699 needs to be fixed. So the launcher tooltips are supposed to be shown on top of dash If I am not mistaken.
