Launcher is inactive when the dash appears

unity 3.6.8-0ubuntu1, Ubuntu Natty

1. Reveal the launcher by clicking the Ubuntu button or pressing Super.
2. Mouse over an item in the launcher.
3. Click the item.

What happens:
2. No tooltip appears.
3. The Dash disappears, then the launcher disappears, but the item does not launch.

What should happen:
2. A tooltip appears representing the item.
3. The Dash disappears, then item you clicked on is launched.

This bug occurs only when the launcher is revealed using the keyboard or by clicking the Ubuntu button. It does not occur when the launcher is revealed by hovering over the Ubuntu button.

this conflicts with the behavior described in https://bugs.launchpad.net/ayatana-design/+bug/741926. you guys need to work out what is the actually desired behavior and i would recommend codifying it in a spec.

For Natty, the current behaviour of an inactive launcher is correct. You should be able to drag apps to the launcher, and also you should be able to drag files to apps on the launcher (they should become active when you are dragging if they can handle the file).
