Bug Description
This is a change request filed on behalf of the Design Team, to turn the Ubuntu Button to blue when application is triggering the urgency flag.
This change replaces the previous behavior which was to have application icons quickly appear/disappear on the launcher in similar circumstances.

In the case of unity-2d, the launcher is already revealed by default (because in the absence of compositing, that's a simple way to present apps with an urgency flag). So the blue flag does not apply directly.
The default unity-2d behavior of showing the launcher would need to be re-evaluated first
