I had a similar problem in windows 7, except that it will allow you to apply the activation delay to focusing a window (I set it to 80ms) which I have not been able to do in linux.
Linux has an activation delay but it seems to only apply to raising a window. If this could be enabled for focusing windows then I can get my mouse to the menu at the top of the screen, passing thru other windows quickly without activating them.
