global-menu not consistent for some Gnome apps

Bug Description
the following apps doesn't have a global-menu anymore or just have a single menu-entry with all the menus and submenus in it:
‣ Nautilus
‣ Evince
‣ Empathy
‣ Rhythmbox
‣ gnome-system-
this is a big usability and consistency flaw!
all apps should have a global-menu with all the main menu-entries to show on the first view in the panel!
this inconsistency confuses the most users i support on Ubuntu!

Unfortunately, this is the new look-and-feel is the new Gnome look-and-feel. Unity is just the window manager: we have no control over upstream applications that appear on your desktop, and contributors to the Gnome project are particularly uncooperative when it comes to working with Ubuntu downstream. This is a sad and unfortunate situation.
That said, we have plans to adjust the thematic presentation of many or most of these applications over the coming cycle. I'll keep this bug as a tracking bug for this work. Also , see [1].
