[regression] If unity is started with maximized dash, unmaximizing the dash does not wrap rows

Bug Description
ok, title might be a little weird, I didn't have clear words.
1. open dash, maximize it.
2. logout/reboot/ restart unity
3. now open the dash and unmaximize it.
What happens:
the dash result rows are extending out of the visible dash area.
What should happen
that should not happen.
