I can explain, just from having seen this process before. This isn't the more common kind of Incomplete, where you need to provide more info.
This question is marked for Unity design review. That's the 'Ayatana Design' component of the bug (which still has the original name of the project that led to Unity). Most any question about the UI look and behavior will go through this process.
The bug's state in Ayatana Design gets used to reflect where we are with the question "Do we want Unity to do this?" That's still at New; it hasn't been looked at yet. The 'Unity' component of the bug is Incomplete while waiting for that decision.
