I get this on my Ubuntu 13.04 system (GPU: NVS 3100M/PCIe/SSE2, driver 3.3.0 NVIDIA 304.88), delay is about 2.5 seconds between pressing Super and the Dash appearing.

I do not get this on my (lesser-powered) Ubuntu 13.10 system with Mesa Gl drivers: the Dash opening is almost immediate.
