I can confirm this issue on Ubuntu 14.04 fresh install.

Upon clicking on right, nothing happens, after closing Unity Tweak Tool, there is still no change.
Upon reopening Unity Tweak Tool the option has reset itself to left.

I understand that Ubuntu has made a design choice, but to completely remove my ability to customize it is unacceptable.
