It *was* seen previously on fresh/restarts & shutdowns. Currently shutdowns are ok
As far as fresh & restarts, appears directly before the greeter screen for 1-2 seconds or so, sometimes 'bleeds into the greeter for a moment.
As far as a restart, before exiting some flashing occurs, usually quite brief
