This is a more general bug: an application with access to the notification service should not be able to any notifications other than its own. Even if we had a special thing for system-level stuff (such as pinlock dialogs discussed here), there'd still be privacy implications for applications reading the content of other apps.

Clearly, the freedesktop notification spec is just not up to the task anymore.
