Bug Description
Rationale:
This cycle we introduced a new keyboard indicator which runs in the session, but does not currently run in unity-greeter without the proposed bug fix.
The reason we should be using the new indicator is because the method of storing the user's keyboard layouts has been changed this cycle, and the new indicator already reads those settings from their proper location. Continued use of the old indicator would require the user to maintain two separate keyboard layout lists.
