[hud] shows up when using ctrl+alt and pressing alt first

Bug Description
Steps to reproduce:
1. Press the Alt key and keep it pressed
2. Press the Ctrl key quickly after step 1 and keep it pressed
Expected result:
After step 1 the application menu is shown in top panel.
After step 2 the application menu disappears and nothing else happens.
Current result:
After step 1 the application menu is shown in top panel.
After step 2 the application menu disappears and the hud shows up.
This can be quite annoying when switching workspaces or, as I suspect is happening, when using Emacs (bug #947468). It may be the cause of bug #954891 too.
