It makes little sense to list a snippet when it would not be expanded. But there is a stupid bug lurking in the code (it is clearly marked in __init__.py with TODO makers and should be a low hanging fruit for contributors): ultisnips does not adhere to the snippet options properly when determining if a snippet should be listed - the snippet you have troubles with is likey a word-boundary option. It won't get listed directly after a non-whitespace due to this bug.
a new option as you propose makes no sense to me and will only be confusion for users.
