A good comparision might be NetworkManager it stores its configuration underneath /etc/. The config files that are intended for admin editing (/etc/NetworkManager/NetworkManager.conf) as well as ones that are intended to be managed by NetworkManager GUIs/TUIs (/etc/NetworkManager/system-connections/).
