I recognize the ask and will say that currently you must remove the existing rule and then perform the insert after. I'm disinclined to implement this feature since the insert functionality is quite tricky wrt to matching rules that match both ipv4 and ipv6 and I'm not sure how to present a sensible UI to the user when say, an ipv4 rule moves from one place and the ipv6 rule moves to another (since rule ordering is so important, context is key; with an ipv4 or ipv6 only rule we can assume the user knows the context for the action they are trying to perform, but its possible when both match that they've only considered one or the other). As such, I'm going to mark this as Won't Fix for now, but it is possible it could be implemented at a future date.
