Because the importer, when starting a job, also clears any duplicate jobs for the same package, I'm happy to leave the status page's deduplication logic alone.

I think it would be worth doing a small amount of investigation into existing Launchpad publication records (i.e. does date created monotonically increase with id, always; do we have to worry about multiple records with the same date in practice), and then using that to inform either implementing a "don't queue if already on queue" check, or simply removing the overlap.
