My findings of today:
If the installer is focused (the progress bar), then U1 will be focused when it finishes.
During the installation, the progress bar looses the focus. This happens on the C++ runtime step. This seems like the main problem.
U1 is not minimized. It is on the back of the Internet Explorer window.
This happens on 2.0.3 and 2.99.3.
