tooltip for "Buy more storage and new plans" doesn't explain what the button does

Bug Description
In the "Accounts" tab under "Your Services", there exists a button called "Buy more storage and new plans". The tooltip for this button is just a URL. This isn't really helpful unless you are familiar with this URL.
Instead it should probably read something like "View additional service plan details online"

The tooltip currently reads 'https:/ /one.ubuntu. com/plans' when it should say something like 'Upgrade the storage space on your account'.
