I think the default behaviour for Nautilus is to move if the target is the same drive/partition as the source and to copy otherwise. The question then is: should Ubuntu One be seen as a different drive or as the same drive, since it stores a local copy before synchronising?
That decision is not up to me and I can live with both options.
