The power option simply calls GNOME Session Shutdown

Since this works for most people - the issue must be more underlying - so whatever GNOME Session calls - probably SystemD or the linux kernel.
As such please report the problem in the first instance against the kernel - please note the above in your query.
Run in a terminal:
ubuntu-bug linux
This will report properly with details of your system.
