Hi, I get this bug also (14.04):

login/logout after booting works for a temp fix, but this is the only thing that has worked. Deleting gconf or secrets did nothing.
If I trying with "nmcli con up id ConnectionName" I get an error about no secrets.

Finally if I try the fix posted directly above by Weitian (i.e. editing /etc/NetworkManager/system-connections/ConnectionName to store vpn secrets directly and setting password-flags=0), my vpn looks like it attempts a connection as the wifi signal symbol alternates a padlock overlayed, but finally it gives up and gives the helpful msg (if using nmcli)

    Error: Connection activation failed: unknown reason.
