Lonnie, it happened to me when I upgraded from 13.10 to 14.04, so I would be quite interested to see whether downgrading helps you.
I thought it was something that happened when I went to 14.04, but if you were ok when you were on 14.04, then maybe it is more to do with a change that was put into the vpnc code around that time period, and nothing to do with the OS versions...?
